The Secretary must make sure any filming or still photography in a System unit follows the agency’s rules and the unit’s management plan. Small shoots with fewer than 6 people do not need a permit or fee if they meet certain common-sense rules. Filming that is just part of an allowed event (like a wedding or family gathering) is also allowed without a permit, no matter how many people are there or whether the filmmaker is paid. Any video, photo, or audio work counts as filming under these rules. For groups of 6 to 8 people, the Secretary will offer a free, quick “de minimis” authorization that can be applied for online or at the park office and issued right away if the shoot follows the rules. Bigger shoots (more than 8 people) or any shoot that breaks the rules may need a permit and a reasonable fee. Fees must give a fair return and can be based on days, crew size, gear, and other factors; applicants must also pay the government’s review and administrative costs. Filming can be denied if it would harm resources, unreasonably disturb visitors, or create safety risks. The Secretary must process permit requests quickly and work with other agencies or park units when multiple permits are needed.
