Defines important words used later. "Federal land management agency" and "Federal recreational lands and waters" mean what section 6801 says. A "gateway community" is a town or area that is an entry point to, or next to, a recreation spot on federal recreational lands and waters or on non-federal land that the Secretaries find gets consistently high seasonal or year-round visits. "Indian Tribe" means what section 5304 of title 25 says. A "land use plan" is either a plan by the Secretary under section 1712 of title 43 or a Forest Service plan under section 1604 of this title. "Secretaries" means the Secretary of the Interior and the Secretary of Agriculture. "Secretary" means the Secretary of the Interior. "Secretary concerned" means the Interior Secretary for Interior lands and the Agriculture Secretary for Forest Service lands. "State" includes each State, the District of Columbia, and each U.S. territory.
