The Secretary may make cooperative agreements with nearby State, local, or Tribal groups to help manage a System unit or nearby lands and waters more efficiently, but may not give up overall responsibility for running a System unit. Under an agreement, the Secretary may buy, accept as a gift, or trade for goods and services and share or provide those items for joint use; any reimbursements go to the current appropriation. The parties may share offices and facilities. The Secretary may arrange or extend employee assignments under 5 U.S.C. 3372 for work on federal, State, local, or Tribal land. Eligible entity means a State or local government (or subdivision), an Indian Tribe, or a Tribal organization. "Indian Tribe" and "Tribal organization" are defined in 25 U.S.C. 5304(e) and 25 U.S.C. 5304(l), and "State" includes the States, the District of Columbia, and U.S. territories.
