Title 54 › Subtitle Subtitle III— National Preservation Programs › Chapter 3025— CERTIFICATION OF LOCAL GOVERNMENTS › § 302503
A local government can be certified to take part if the State Historic Preservation Officer and the Secretary say it meets five requirements. It must enforce laws that protect historic places, have a qualified preservation review commission set up by law, keep a survey and inventory system that supports chapter 3023, allow public participation including recommending places for the National Register, and properly carry out delegated duties. If no State program is approved under sections 302301 and 302302, the Secretary alone may certify a local government that meets those five requirements. The Secretary may also give grants to certified local governments for this program.
