Make price support available, when possible, to farmers who grow storable nonbasic commodities that have a marketing quota, agreement, or order, as long as the farmers follow that program. The support cannot be more than 90% of the commodity’s parity price. The minimum support depends on the supply percentage at the start of the marketing year: if supply is 102% or less, the minimum is 90% of parity; for each 2-point increase in supply above 102 up to 130, the minimum falls by 1 percentage point, ending at 75% when supply is over 130. The Secretary can set a lower support level than these minimums if, after checking available funds for mandatory price support programs and considering the other factors in section 1421(b) of this title, a lower level is judged desirable and proper.
