Anyone with qualifying gross revenues over $2,500,000 a year, as decided by the Secretary, cannot get livestock emergency benefits under this subchapter. "Qualifying gross revenue" means either the farm and ranch income if most of your income comes from farming and ranching, or your total income from all sources if farming and ranching is less than half your income.
