The Administrator may give grants so U.S. charities can make and store shelf-stable prepackaged foods, and so private or international groups can quickly ship and distribute those foods to people in other countries. No more than 70% of the program money can go to U.S. charities for making and stockpiling food. The Administrator must prefer charities that provide non-Federal money or in-kind help equal to 50% of the grant, or a mix of both. At least 20% must go for transport and distribution overseas, and up to 10% may be used for administration. Within 180 days after November 9, 2000, the Administrator, with the Secretary, must issue rules and guidance about what counts as qualified shelf-stable prepackaged foods and how much to stockpile. Congress authorized $10,000,000 for each fiscal year 2014 through 2023 for this program, to remain available until spent, in addition to other funds.
