Defines key words used in the chapter. Administrator is the head of the Agency for International Development. Agricultural commodity covers farm products made in the United States, including wood and processed wood products, fish, livestock, and value‑added, fortified, or high‑value products. For subchapter III, starting October 1, 1991, a product is not treated as made in the United States if it contains any ingredient not produced in the United States when that ingredient is produced and commercially available in the United States at fair and reasonable prices. Appropriate committee of Congress refers to three committees: the Senate Committee on Agriculture, Nutrition, and Forestry; the House Committee on Agriculture; and the House Committee on Foreign Affairs. Cooperative is a private, member‑owned organization that shares services and profits and supports cooperative development for its members. Developing country is a country with limited foreign exchange and trouble meeting food needs through commercial means. Food security means everyone always has enough nutritious food for a healthy, productive life. Nongovernmental organization is a local, non‑government group working on development problems in the country where it is located. Private voluntary organization is a not‑for‑profit NGO (for U.S. groups, exempt under section 501(c)(3) of title 26) that gets private funds or in‑kind support and does voluntary, charitable, or development work (not religious activities). Secretary is the Secretary of Agriculture.
