For fiscal year 1955, leftover money from the State Department and the Department of Agriculture that was used for the functions in this chapter must be moved into accounts run by the Department of Agriculture if the Office of Management and Budget or Congress decides so. New accounts can be created if needed. Congress may give whatever money is necessary to the Department of Agriculture to carry out this chapter. During 1955, money for these purposes may be spent under the laws that apply to the State Department, but section 961(d) of title 22 about who pays Foreign Service officers does not apply to staff hired under this chapter. Any State Department obligations made before September 1, 1954, for the affected functions must be paid from State Department appropriations.
