Allows the regional Authority, with the Federal cochairperson’s OK, to raise the federal share of a project to as much as 90 percent when a State or local area cannot provide required matching money or when the regular federal program lacks funds to meet the region’s needs. The extra federal share must be paid from money made available under this law. There are limited exceptions. No federal money under this rule can be paid until the federal official who runs the grant program certifies that the project meets the program’s rules and could be approved if funds were available. The Authority’s approvals and required project paperwork control and must be accepted by the federal agencies and the Federal cochairperson.
