The Secretary must set up an Office of Partnerships and Public Engagement inside the Department of Agriculture. Beginning farmer or rancher: see section 1991(a). Socially disadvantaged farmer or rancher: see section 2279(e). The Office will be led by a Director chosen by the Secretary from the competitive service. Its job is to help people get into and use Department programs, to help small farms and ranches and certain groups (including beginning, socially disadvantaged, limited‑resource, and veteran farmers and ranchers) be more successful, and to support youth outreach. The Office must set goals, check how outreach is working, make and run a plan to coordinate outreach, advise agencies on policies, measure program results, suggest new initiatives, and do other related work the Secretary asks. The Office will include a Socially Disadvantaged Farmers Group to carry out section 2279, which can work through other Department agencies and will oversee the Advisory Committee on Minority Farmers and the Farmworker Coordinator. The Office will also include a Small Farms and Beginning Farmers and Ranchers Group to oversee the Office of Small Farms Coordination, work with the National Institute for Food and Agriculture on beginning farmer grants under section 2279(d), and coordinate with the Advisory Committee for Beginning Farmers and Ranchers. The Secretary must create a Farmworker Coordinator who will help run the program in 42 U.S.C. 5177a, work with nonprofits serving low‑income migrant and seasonal farmworkers, coordinate disaster and emergency help for farmworkers, bring farmworker concerns into Department programs, work with institutions on research and education, and help farmworkers become producers or landowners. Funding is authorized: such sums as necessary for fiscal years 2009 through 2013, and $2,000,000 for each fiscal year 2014 through 2023.
