Appellant — a participant who appeals an adverse decision. Case record — all materials the Secretary keeps about the adverse decision. Director — the Director of the Division. Division — the National Appeals Division. Hearing officer — a Division employee who hears and decides appeals. Implement — the actions needed to carry out a final Division decision within 30 calendar days after its effective date. Participant — whatever the Secretary defines by regulation.
