Defines key words used for the canola and rapeseed program. It names who or what the rules mean when they use certain words. "Board" is the National Canola and Rapeseed Board. "Canola" and "rapeseed" mean any brassica plant grown in the United States to make oil for food or nonfood uses. "Canola or rapeseed product" is any product made in whole or in part from those plants. "Commerce" covers trade between states, with other countries, or within a state. "Conflict of interest" is when a board member has a financial stake in a business that deals with the Board. "Consumer information" helps buyers use or prepare these products. "Department" means the Department of Agriculture. "First purchaser" is the person who buys from a producer, except when the Commodity Credit Corporation takes the crop as loan collateral. "Industry information" supports new markets or efficiency. "Industry member" is a manufacturer or commercial buyer/seller. "Marketing" means selling or moving products into trade. "Order" means an order under the subchapter. "Person" includes individuals, partnerships, corporations, associations, cooperatives, or other legal entities. "Producer" is someone who grows and owns or shares the crop and its risk. "Promotion" is paid ads, technical help, or trade activities to improve the product's image or sales. "Research" is tests or studies to improve or market the crop, including finding export barriers. "Secretary" means the Secretary of Agriculture. "State" means the 50 States, the District of Columbia, and the Commonwealth of Puerto Rico. "United States" means the 50 States, the District of Columbia, and the Commonwealth of Puerto Rico.
