On January 22, 2025 the President ordered that Ansar Allah (the Houthis) be considered for designation as a Foreign Terrorist Organization under 8 U.S.C. 1189. The Secretary of State must submit a report within 30 days of January 22, 2025 and then take appropriate action within 15 days after submitting that report.

USAID review could end Yemen projects

If Ansar Allah is designated, USAID and the Secretary of State will jointly review United Nations partners, nongovernmental organizations, and contractors through which USAID works in Yemen to find entities that (i) made payments to members of, or entities controlled by, Ansar Allah or (ii) criticized counter-Ansar Allah efforts while failing to document Ansar Allah's abuses. The USAID Administrator shall take appropriate action to terminate projects, grants, or contracts identified in that review.

Policy to cut off Houthi resources and protect shipping

The order states U.S. policy to cooperate with regional partners to eliminate Ansar Allah's capabilities, deprive it of resources, and end its attacks on U.S. personnel, partners, and maritime shipping in the Red Sea.
