English Requirement Enforced; Out-of-Service Result
If you operate a commercial motor vehicle, the Administration ordered that the existing requirement in 49 CFR 391.11(b)(2) to read and speak English will be enforced. Within 60 days of April 28, 2025, DOT/FMCSA must rescind prior guidance, issue new inspection procedures, and ensure that violating the English proficiency rule can result in the driver being placed out-of-service.
Review of Non‑Domiciled CDLs and Credentials
The Secretary of Transportation will review non-domiciled commercial driver's licenses issued by State agencies to identify unusual patterns or irregularities. The Administration will also evaluate and take actions to improve verification of both domestic and international commercial driving credentials.
DOT to Start Actions to Improve Working Conditions
Within 60 days of April 28, 2025, the Secretary of Transportation must identify and begin carrying out additional administrative, regulatory, or enforcement actions to improve the working conditions of America's truck drivers. These steps are directed at improving working conditions for commercial drivers.
