Scoping comments may lead to a Scoping Document 2 (SD2) with a revised process plan and schedule.
Deadline to File Comments and Study Requests
If you or your group want to comment on the Safe Harbor project's Pre-Application Document (PAD), Scoping Document 1 (SD1), or request studies, you must file those materials with FERC by 5:00 p.m. EDT on July 31, 2025. All such comments, study requests, and requests for cooperating agency status must also be filed with the Commission (use docket P-1025-091).
Public Scoping Meetings in Lancaster, PA
FERC staff will hold two scoping meetings in Lancaster, Pennsylvania on Wednesday, June 25, 2025: a daytime session from 1:00 p.m. to 3:00 p.m. EDT and an evening session from 6:00 p.m. to 8:00 p.m. EDT. At the meetings you can give one-on-one oral comments (recorded by a court reporter) and those transcripts will become part of the public record for docket P-1025-091.
Environmental Site Review and RSVP Rules
Safe Harbor Corporation and FERC will hold an environmental site review of the Safe Harbor Project on June 27, 2025 from 9:00 a.m. to 3:30 p.m. EDT; you must RSVP by June 20, 2025 to attend. All attendees must be 18 years or older, wear sturdy closed-toe shoes, and follow site rules (no photography inside the powerhouse, no weapons, no alcohol/drugs, no animals except service animals).
Pre-Application Document (PAD) Is Available Online
Safe Harbor Corporation filed a Pre-Application Document (PAD) with FERC (docket P-1025-091) and a copy is available on FERC's eLibrary; FERC encourages electronic filing and provides an eComment option for short comments.
