Investigations Could Trigger Import Taxes

The Department of Commerce has started investigations into whether rebar from Algeria, Bulgaria, Egypt, and Vietnam is being sold in the U.S. at unfairly low prices. If Commerce and the U.S. International Trade Commission find dumping and injury, antidumping duties (extra taxes) could be imposed; Commerce aims to make preliminary determinations no later than 140 days after June 24, 2025 (by 2025-11-11), and the ITC will make preliminary injury determinations within 45 days after the petitions were filed (by 2025-07-19).

Very Large Estimated Dumping Margins

At initiation, Commerce reported estimated dumping margins for rebar imports: Algeria 127.32 percent; Bulgaria 27.79 percent; Egypt 110.87 to 128.98 percent; and Vietnam 117.61 percent. These percentages represent the petition's estimated margins that underpin the investigation and indicate the potential scale of duties if dumping is found.

Which Rebar Imports Are Covered

The investigations cover steel concrete reinforcing bar (rebar) imported in straight length or coil form, excluding plain rounds, and list primary HTSUS numbers including 7213.10.0000, 7214.20.0000, and 7228.30.8010 (plus several other HTSUS numbers). Imports classified under these descriptions and codes are the subject of the investigations and potential duties.
