U.S. Slaps Countervailing Duties on Chinese Aluminum Sheet Subsidies

Published Date: 12/23/2025

Notice

Summary

The U.S. Department of Commerce found that two Chinese companies making common alloy aluminum sheets got unfair government help in 2023. Because of this, extra duties (taxes) will apply to their products starting December 23, 2025, to keep things fair for U.S. businesses. Deadlines shifted due to a government shutdown, but now the final rules are set and ready to roll!

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

Final Countervailing Duty Rates Set

Commerce assigned final countervailing duty rates on common alloy aluminum sheet from China: Yinbang Clad Material Co., Ltd. — 9.76% ad valorem, and Henan Mingtai Al. Industrial Co., Ltd. — 112.82% ad valorem. These rates are applicable starting December 23, 2025, and will increase the import tax on goods you buy from those two companies.

Immediate Cash Deposit Requirement

U.S. Customs and Border Protection will collect cash deposits of estimated countervailing duties at the rates listed above on shipments of subject merchandise entered, or withdrawn from warehouse for consumption, on or after the publication date (December 23, 2025). These cash deposit requirements take effect upon publication and will remain in effect until further notice; for non-reviewed firms, CBP will collect deposits at the most recent company-specific or all-others rate as appropriate.
