New 17‑Mile Pipeline to Power Plant

North Dakota Water Quality Certification Required

WBI stated a water quality certificate under section 401 of the Clean Water Act is required from the North Dakota Department of Environmental Quality, Division of Water Quality; WBI must submit the request date and either the agency's decision or evidence of waiver to the Commission.

Project Cost and Proposed Transport Rate

WBI estimates the Project will cost $68,087,052 and proposes to use its existing FT‑1 recourse rate for firm transportation service on the Project.

Public Participation and Intervention Deadline

Any person (individuals, organizations, businesses, municipalities) may file comments, protests, or a motion to intervene at no cost; the deadline to file a motion to intervene or to submit comments/protests is 5:00 p.m. Eastern Time on April 30, 2026. Only intervenors may request rehearing of Commission orders and seek judicial review.
