Grants to Open and Expand Charter Schools

The program will award grants to State entities that, in turn, can award subgrants to eligible applicants to open new charter schools and to replicate and expand high-quality charter schools. The competition is identified as the FY 2026 CSP--Grants to State Entities program (ALN 84.282A).

Priority for Serving At-Risk Students

One of the FY 2026 competition's competitive preference priorities is 'Serving At-Risk Students.' Applications that focus on serving at-risk students will receive priority consideration in the Grants to State Entities competition.

State Entities Eligible to Apply

State entities in States that have a law authorizing charter schools can apply for the Expanding Opportunity Through Quality Charter Schools Program (Assistance Listing Number 84.282A). Eligible state entities listed include a State educational agency, a State charter school board, a Governor, or a charter school support organization. Applications must be submitted electronically by 11:59:59 p.m. Eastern time on June 18, 2026.

Absolute and Other Competitive Priorities Listed

The FY 2026 competition includes an absolute priority: 'Best Practices for Charter School Authorizers,' and seven competitive preference priorities including: (1) At Least One Authorized Public Chartering Agency Other than a Local Educational Agency, or an Appeals Process; (2) Equitable Financing; (3) Best Practices to Improve Struggling Schools and Local Educational Agencies (LEAs); (4) Charter School Facilities; (5) Serving At-Risk Students; (6) Returning Education to the States; and (7) Expanding Education Choice.
