Oil Pipelines May Use Digital Plans

Starting August 3, 2026, operators of onshore oil pipelines may keep "relevant portions" of required oil spill response plans electronically on a readily accessible secured portable device instead of on paper. The rule takes effect unless adverse comments are received by June 23, 2026, and PHMSA says this change can save operators time and possibly money by reducing paper recordkeeping.

Small Entities Face No Significant Cost

PHMSA certified that this direct final rule will not have a significant economic impact on a substantial number of small entities and expects the regulatory amendment to reduce burdens on operators. PHMSA also states the total costs to the regulated community are expected to be less than zero and that the rule will not create new information collections.
