ASTM D2564‑2024 Becomes the Standard

PHMSA updates 49 CFR part 192 to incorporate ASTM D2564-20 (Reapproved 2024), approved September 1, 2024, as the required standard for solvent cements used to join PVC piping systems. This change takes effect January 1, 2027 and replaces the prior referenced edition.

PHMSA expects the update will reduce regulatory confusion and compliance burdens on pipeline operators, with compliance costs negligible or minimal and overall costs estimated to be less than zero. The agency says cost savings could not be quantified.

Early Compliance Authorized Before Effective Date

PHMSA authorizes compliance with the updated standard after June 23, 2026, even though the rule's effective date is January 1, 2027. Operators may adopt the updated standard early starting June 24, 2026.
