Service Organization Accreditation Required

Service organizations must file VA Form 21 to get accreditation for representatives who help veterans with benefit claims. VA uses the form to establish and recertify that representatives meet regulatory eligibility so claimants have qualified help with preparation, presentation, and prosecution of their claims.

Must Report Cancellation Reasons

If a service organization requests cancellation of a representative’s accreditation for misconduct, incompetence, or resignation to avoid cancellation, the organization must tell VA the specific reason for the cancellation request. This reporting is meant to keep veterans' representation strong and reliable.

Estimated Paperwork Time Burden

VA estimates an annual paperwork burden of 1,010 hours total: 750 hours for 3,000 new applicants, 250 hours for 1,500 recertifications, and 10 hours for 10 accreditation cancellation information responses. The agency lists an average burden per respondent of 13 minutes (15 minutes for new applicants, 10 minutes for recertifications, and 60 minutes for cancellation responses) and an estimated 4,510 respondents.
