One-Year Delay for Gas Rules

The Bureau of Land Management is postponing two compliance deadlines by one year for gas-measurement devices (43 CFR 3179.71) and leak detection and repair (LDAR) programs (43 CFR 3179.100). The final rule confirming the one-year extensions takes effect June 1, 2026, which gives oil and gas operators more time and reduces immediate operational and administrative costs.

Very Small Foregone Royalty Revenue

Postponing LDAR and meter requirements will slightly reduce expected royalty gains from the 2024 rule. The 2024 analysis estimated $51.26 million in additional royalties overall, but LDAR was estimated to add only $220,000 per year (0.4% of the $51.26 million) by capturing about 0.45 billion cubic feet (Bcf) of gas annually, which is about 0.5% of total estimated lost gas of 86 Bcf.
