19 Hearing-Impaired Drivers Kept on Road
FMCSA renewed exemptions for 19 hard of hearing or deaf individuals so they may continue to operate commercial motor vehicles in interstate commerce. The exemptions took effect on the dates listed (groups effective January 3, 6, 8, 14, and 21, 2026) and each exemption expires two years later on the corresponding date in January 2028.
New Reporting and Record Requirements
Drivers holding these exemptions must report any crashes to FMCSA within 7 days and must report any citations and convictions for disqualifying offenses within 7 days. They also must submit annual certified driving records from their State Driver's Licensing Agency, carry a copy of the exemption while driving, and meet all commercial driver's license testing requirements.
Ban on Driving Passenger Motorcoaches
Drivers granted these hearing exemptions are prohibited from operating a motorcoach or bus with passengers in interstate commerce while the exemption is in effect. Each exemption will be rescinded earlier if the driver fails to comply with terms, causes a lower level of safety, or continuation would conflict with Title 49 objectives.
Federal Exemption Overrides Conflicting State Rules
While an exemption is in effect, no State may enforce any law or regulation that conflicts with that exemption for a person operating under it. This prevents States from blocking the exempted drivers' interstate operations during the exemption period.
