Safer Neighborhoods Gun Buyback Act of 2025

National grants for gun buybacks

If enacted, the Bureau of Justice Assistance would fund local gun buybacks. The bill authorizes $360 million per year for FY2025–FY2027. States, cities, Tribes, and some dealers could apply for two‑year grants. At least 5% must pay to destroy guns and ammo, and no more than 15% may cover admin costs. Unused cards and money must be returned at the end of the term (States and cities after two years plus 270 days; dealers at two years).

Smart buyback cards and misuse ban

If enacted, the Director could give out empty smart prepaid cards for buyback payments. Cards must work at many merchants, block gun and ammo sales, and cannot be redeemed for cash. Cards must display: "THIS CARD MAY NOT BE USED TO PURCHASE A GUN OR AMMUNITION." Using or accepting these cards to buy or transfer a gun or ammo would be illegal and could bring fines up to $100,000, plus repayment of the sale value.

Rules and payouts for dealer buybacks

If enacted, dealers could join only if they had no ATF warning in the past five years and are not in a grant‑funded area. Dealers would apply through the State or local chief executive and include their federal firearms license. Dealers would use grant funds to run buybacks. For each gun, a dealer would load 125% of its set market value onto a smart prepaid card, and may load more if the gun was altered to be worth more. Dealers must check if a gun is stolen, alert ATF within 24 hours if it is, and deliver received guns or ammo within 30 days.
