Bars the President from using emergency economic powers to impose import duties or quotas. This bill would amend Section 203 of the International Emergency Economic Powers Act (IEEPA) to add that the President’s authority does not include imposing duties, tariff-rate quotas, or other quotas on goods entering the United States.
