Show full summary
  • Families and beneficiaries: It would preserve in-person and telephone help and require the Social Security Administration to keep a minimum number of field offices in each state proportional to population. This aims to keep routine benefit access and assistance available locally.
  • SSA employees and operations: The bill would block unauthorized workforce reductions, require detailed reports to Congress on any staffing changes and service impacts, and prevent outsourcing benefit administration without Congressional approval.
  • Data users, contractors, and oversight: It would ban using SSA or beneficiary data for commercial or political purposes and subject violations to federal privacy penalties. The Government Accountability Office would do annual audits and report noncompliance to Congress.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Protect checks and stop privatizing Social Security

If enacted, federal officers and contractors would be barred from changing, delaying, or withholding Social Security benefits unless Congress passes a law. Any change to how much or when benefits are paid would need an Act of Congress. Administration of benefits would stay with the federal Social Security Administration. Private companies could not take over without a new law. This would help keep checks on time and from the same trusted source.

Protect privacy of Social Security data

If enacted, Social Security data could only be used to run Social Security programs. Data mining or use for commercial, political, or other unauthorized purposes would be banned. Federal officers, special employees, and contractors would need to follow existing privacy laws. Violations could be investigated and punished under federal privacy rules.

Keep Social Security offices and phone help open

SSA could not close or merge field offices unless Congress approves. It would have to keep enough fully working offices in each state for the population served. Staff cuts would need a law from Congress and a detailed report on service impacts and how service would be maintained. Phone and in-person help would be kept and must remain effective. New tools like social media could be added, but they could not replace these services without Congress.
