Fix Our Flooded Basements Act of 2025

Expanded federal help for flood-damaged basements. This bill would broaden what the Federal Emergency Management Agency (FEMA) can fund for basement repairs, raise coverage for below‑lowest‑floor property to match the Standard Flood Insurance Policy (SFIP), and expand Group Flood Insurance Policy (GFIP) eligibility.

  • Families and homeowners with basements: FEMA would be required to cover repairs for basement rooms and pay for mold, mildew, and moisture damage without limiting assistance to only dangers to safety. It would also require personal property assistance equal to SFIP coverage and cover repair or replacement of all building and personal property located in a flood‑damaged basement.
  • Renters and people outside high‑risk zones: Individuals who were previously required to maintain flood insurance to receive assistance could become eligible for the GFIP, and applicants living outside Special Flood Hazard Areas (SFHA) could also join the GFIP.
  • Insurance and program rules: FEMA would have to revise parts of its regulations within six months to expand GFIP coverage to at least match SFIP limits and to include basement components, contents, appliances, flooring, and mold and moisture damage. The bill also says eligible hazard mitigation expenses and GFIP premiums must be excluded from the program's maximum assistance amount.

More FEMA help for flooded basements

If enacted, FEMA would have to help fix any flood‑damaged basement, not only rooms used for living. It would cover mold, mildew, and moisture damage from a declared major disaster. Building items and personal property in the basement would be covered at least as fully as the standard flood policy. FEMA would not count basement mitigation costs or group flood insurance premiums toward the aid cap. These changes would take effect upon enactment.

Wider FEMA group flood insurance

Within 6 months of enactment, FEMA would update group flood insurance rules. People outside high‑risk flood zones could be eligible. People previously required to keep flood insurance could also qualify. Coverage would need to match the standard policy and include basement parts, contents, and mold or moisture damage.
