Strong, objective evidence would be required before any name is removed from federal voter rolls. The bill would add a new Section 8A to the National Voter Registration Act and set clear rules that limit removals and tighten how and when officials must notify people and the public.

- Voters and registrants: States could not remove someone unless they verify ineligibility using objective, reliable evidence. Not voting, not replying to a notice unless it was returned as undeliverable, or other non‑voting behavior could not be the basis for removal.
- Election officials and states: Officials would have to send notice to any individual removed within 48 hours with the reason and a phone number to contest or reinstate, except when the person no longer lives in the jurisdiction or is deceased.
- Public and voters with disabilities: After any general list‑maintenance program, states would have to issue public notice within 48 hours using reasonable methods like newspapers or official websites and make notices accessible to voters with disabilities, including those with low vision or who are blind.

Stricter rules for removing voters
States would need objective, reliable proof before removing a voter from federal rolls. Not voting or not answering a notice would not count as proof. States could not send an address-change removal notice without evidence you moved outside your registration area. If removed, the state would notify you within 48 hours. The notice would explain why and how to contest or be reinstated. It would include a phone number for the right election office. No individual notice would be required if you confirm in writing you are no longer eligible. No notice is required if the removal is due to death. After any general cleanup, the state would post a public notice within 48 hours. The notice must be accessible to people with disabilities, including low vision or blindness. These changes would take effect on the date of enactment.
