Sponsored By: Representative Rep. Thompson, Bennie G. [D-MS-2]

Introduced

Summary

Limits DHS mobile biometric apps

This bill would require the Secretary of Homeland Security to issue standards within 30 days of enactment. The rules would limit the Mobile Fortify and Mobile Identify apps (and successors) to identification at ports of entry only. DHS would be barred from sharing those apps with any federal, State, local, Tribal, or territorial agency. DHS would remove the apps from its systems except for ports-of-entry use and would remotely disable copies on non-DHS devices. The bill would require immediate deletion of any photo, image, or fingerprint of a U.S. citizen taken by these apps before the new rules take effect. Images taken for ports-of-entry ID would have to be deleted within 12 hours of capture.
