  • Families and children: Would require oversight to ensure all children in Gaza can eat at least three nutritious meals each day and all other civilians can eat at least two nutritious meals each day.
  • Humanitarian partners and donors: Would require coordination with the World Food Program, the United Nations Relief and Works Agency, other UN agencies, bilateral and multilateral donors, and international nongovernmental organizations, and would document the role of each donor and actor.
  • Transparency for Congress and the public: Would require the Secretary to certify within 30 days after enactment and to provide a public report on how much food aid is distributed, how many children and adults are served, which donors provide aid, and how aid is distributed. It would also require prompt notifications to Congress when aid is denied entry, diverted, or misused, including the type of assistance, donor, incident details, and the Department of State response.

Oversight for Gaza food aid

If enacted, the Secretary of State would have to certify to Congress within 30 days after enactment that the Department has set and is using oversight policies to ensure sufficient food aid for Gaza civilians. The certification would state that all children in Gaza can eat at least three nutritious meals each day and other civilians can eat at least two nutritious meals each day. The Secretary would send, with the certification, a written description of those oversight policies and how the Government of Israel and groups like the World Food Program, UNRWA, other UN agencies, donors, and NGOs are involved. Within 30 days after the certification, the Secretary would give Congress and the public a report on how much food aid is being distributed, how many children and adults are served, which donors provided aid, and how it is distributed. The Secretary would also promptly notify Congress anytime aid for these purposes is denied entrance, diverted, or misused and would include the type of aid, the donor, a description of the incident, and the Department's response, as appropriate.
