Repeals the Executive Order 'Ensuring a National Policy Framework for Artificial Intelligence'. The GUARDRAILS Act, short for Guaranteeing and Upholding Americans' Right to Decide Responsible AI Laws and Standards Act, would make the December 11, 2025 order have no force or effect. It would also prohibit any federal funds from being used to implement, administer, enforce, or carry out that order.

Repeal national AI policy order
This bill would repeal the Presidential Executive Order titled "Ensuring a National Policy Framework for Artificial Intelligence," issued December 11, 2025, so the Order would have no force or effect. It would also bar the use of Federal funds to implement, administer, enforce, or carry out that Order. Federal agencies, federal contractors, grantees, and other recipients of Federal funds would be most directly affected. Businesses and people covered by the Order would see regulatory changes if the repeal took effect.
