Stop visa and entry discrimination

If enacted, the government would be barred from bias in visas, entry, and immigration benefits. Religion would become a protected trait, alongside sex. The rule would cover immigrant and nonimmigrant visas, admissions, and benefit approvals or revocations. Existing exceptions in immigration law would still apply.

Limits on presidential travel bans

The President could restrict entry only after State and Homeland Security find specific, credible facts. The action would be narrow, time-limited, and use the least restrictive means. Agencies would consult Congress first and brief it within 48 hours, with a public report. If the 48-hour report is late, the restriction would end unless Congress acts. Family and humanitarian waivers would be favored, and harmed people in the U.S. could sue. DHS could also suspend entry of passengers on noncompliant airlines.

Public reports on visa bans

Within 90 days, State would report on past presidential visa bans. For each listed country, it would show applicants, approvals, refusals with reasons, and pending cases. It would also list waivers granted and denied with reasons, and refugees admitted. After any new suspension, agencies would report within 30 days and every 30 days. If a required report is late, the suspension would end. All reports would be public.
