  • Regional governments and communities: Would prioritize respect for sovereign development plans and boost grantmaking and concessional lending for equitable, sustainable transitions. It also calls for prompt declassification of U.S. archives about past coups and human rights abuses.
  • Sanctions and congressional oversight: Would move to end unilateral economic sanctions imposed by Executive order and work with Congress to terminate measures like the Cuba embargo. It directs changes to the International Emergency Economic Powers Act and the National Emergencies Act and would create automatic reviews of bilateral aid after extraconstitutional transfers of power.
  • Regional institutions and finance: Would push OAS reform, major U.S. contributions to an Amazon Fund and a U.N. Loss and Damage Trust, and governance reforms at the IMF, World Bank, and Inter‑American Development Bank. It supports regular IMF Special Drawing Rights issuances and coordinated action with CELAC, CARICOM, MERCOSUR and other regional bodies on climate, inequality, illicit finance, and workers' rights.
