Summary
Drowning prevention is the core purpose of this nonbinding resolution, which would support World Drowning Prevention Day to spur concrete global attention and action. It would note that drowning is a leading, preventable cause of death — including being the third-leading cause of unintentional injury deaths and a top cause for ages 1–24 — and would encourage international cooperation to adopt WHO-recommended, low-cost measures such as swim and water-safety training for school-age children, safe places for preschoolers away from water, barriers to water access, bystander rescue and resuscitation training, boating and ferry safety rules, and improved flood risk management.
