Who counts under the law

Sanctions on firms helping PRC‑Russia military trade

If enacted, starting 90 days after enactment, the President would have to sanction foreign persons who are PRC or Russian persons (or under their control) who knowingly supply or facilitate specified goods or services to Russia's military or defense base. The bill names items (like CNC tools, lubricant additives, nitrocellulose, chemical coatings, military fiber optic cables, and advanced sensors). The President could block property and transactions under U.S. jurisdiction using IEEPA and OFAC authorities.

Plan to coordinate allied sanctions

If enacted, the Secretary of State would send Congress a strategy within 30 days to work with allies on sanctions, export controls, and bank compliance. The plan must name partners like the EU, UK, Japan, and others. Progress reports would follow at 90 days and every 90 days after. Reports would be unclassified with a possible classified annex.

Visa bans and revocations for some aliens

If enacted, starting 90 days after enactment, aliens who meet the bill's covered-person and conduct rules would be inadmissible to the United States. Their visas and entry documents would be revoked immediately and any other valid visa would be canceled. This rule applies only to persons who meet the statute's criteria.
