- Medical providers who work with both departments would see their credential and privileging data become portable and shareable through one joint system.
- DoD and VA leaders would have to inventory current systems and report on scope, stored data, interoperability, risk governance, and gaps within 120 days, and recommend how to scale to one system.
- The Secretaries would jointly select one existing system by January 1, 2027, and must certify to the Armed Services and Veterans' Affairs committees in both chambers that the joint system is implemented and operational by January 1, 2028.

Within 120 days, they would report current DoD and VA systems to the Armed Services and Veterans’ Affairs committees. They would jointly select one system in use by January 1, 2027. The chosen system would need to import and share provider credential and privileging information. By January 1, 2028, the Secretaries would certify the system is implemented and operational. The Domestic Policy Council must be consulted during reporting and selection.
