New formula for state highway funding
This bill would change how the federal government splits money for major highway programs starting in fiscal year 2027. Each October 1, the Secretary would first give each State a share equal to that State's share of those program apportionments in fiscal year 2012. Then the Secretary would raise any State's amount so it is at least 95% of the State's share based on the State's recent highway-user tax payments into the Highway Trust Fund (excluding the Mass Transit Account). Covered programs include performance, block grants, safety, congestion and air quality, freight, carbon reduction, the PROTECT subsection (c) funds, and funds to carry out section 134. If enacted, some States would get more federal highway money and others would get less under the new rule.
