Summary
Assessing how delays in U.S. arms deliveries weaken the Department of Defense's ability to build and sustain a strong denial defense in the First Island Chain. This bill would require the Comptroller General to produce a report within 18 months after enactment. It would list approved but unfinished major defense equipment sales to Japan, Taiwan, and the Philippines and measure delivery delays. It would examine causes such as Department of Defense review, U.S. production limits, and DoD prioritization during conflicts. The report would evaluate impacts on interoperability and the DoD's posture. The report would be unclassified to the maximum extent practicable and include a classified annex. The Secretary of Defense would have to provide timely access to requested information. The bill includes no new funding.

If enacted, the bill would require the Comptroller General (GAO) to deliver a report to four congressional committees within 18 months. The report would assess how delays in U.S. arms deliveries to Japan, Taiwan, and the Philippines through the Foreign Military Sales process affect the Defense Department's ability to build, posture, and sustain a strong denial defense in the First Island Chain. It would list major defense equipment sales that are approved but not completed and identify delivery-delay metrics, including delays from DoD review and administration, U.S. defense industrial base production constraints, or DoD prioritization during conflicts. The report would be unclassified to the maximum extent practicable, include a classified annex, and the Secretary of Defense would have to give GAO timely access to requested information under 31 U.S.C. 716.
