  • Federal agencies would have to coordinate a detailed study and mapping of strategic ports and PRC activities, including assessments of PRC-owned products like LOGINK and potential cyber or espionage threats. The report could be done with a federally funded research and development center.
  • Congress would receive an unclassified map and a comprehensive report, with an optional classified annex, listing known ports controlled by PRC entities and U.S. ports at risk. The study would also assess vulnerabilities and national security consequences.
  • Port operators, investors, and maritime industry actors would face a public assessment of PRC links and a suggested U.S. strategy that lists existing authorities, any new powers needed, and funding options such as loans, loan guarantees, and tax incentives.

Report and map of strategic ports

If enacted, the State and Defense Departments would make a global map of ports important to U.S. interests. They would identify ports owned, controlled, or targeted by the PRC or PRC-linked firms. Within one year after enactment they would send an unclassified report to specified House and Senate committees, with an optional classified annex. The report would list strategic ports, assess vulnerabilities and PRC activities, suggest strategies with cost estimates, and could use a federally funded research center to help. Agencies would consult the named U.S. offices listed in the bill.
