Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Fuel tax credits require on-time reports

Beginning July 1, 2026, retail fuel dealers can claim the Iowa tax credits in sections 422.11O, 422.11P, and 422.11Y only if they timely filed the fuel‑gallonage report for the latest period that ends on or before the last day of their tax year. A report is timely if it is filed by February 28, or by a later deadline the department approves. If a dealer did not timely file, the dealer cannot claim any of those credits for that tax year.

New fuel dealer reporting rules and penalties

Beginning July 1, 2026, retail fuel dealers face updated reporting rules. The report is due February 10, and you can ask to extend it to February 28; the department can grant more time for good faith emergencies. The department can require electronic filing and set reporting to annual, quarterly, or monthly. Reports must separate sales from permanent locations and from mobile locations. If you miss February 10, the department must mail and email you about extensions, and failing to file on time or keep records can bring a civil penalty up to $100 per occurrence.
