Adult mental health funding changes

For FY 2027 (July 1, 2026–June 30, 2027), the state provides $1,578,400 for adult mental health. This includes $585,800 from state funds and $992,600 from opioid settlement funds. The law also cuts $496,300 from the state fund. Funds support staff, operations, and payments for adult services.

Children’s mental health funding changes

For FY 2027 (July 1, 2026–June 30, 2027), the state provides $6,448,400 for children’s mental health. It includes $3,346,100 from state funds and $3,102,300 from federal funds. The law also cuts $288,400 from the state share. Money pays for staff, operations, and program costs for kids and families.

Emergency hospital funding swap for FY2026

Effective now for FY 2026 (July 1, 2025–June 30, 2026), the law adds $6.054 million from dedicated funds for state psychiatric hospitals. It directs $1,182,400 to State Hospital North and $4,871,600 to State Hospital South. At the same time, it removes the same $6.054 million from federal funds. This is an immediate funding source swap.

State Hospital North funding changes

For FY 2027 (July 1, 2026–June 30, 2027), State Hospital North gets $2,012,200 for inpatient care. This includes $1,799,300 from dedicated funds and $212,900 from its endowment. The law also cuts $1,912,200 from federal and state general funds. This shifts funding sources for hospital operations.

State Hospital South funding changes

For FY 2027 (July 1, 2026–June 30, 2027), State Hospital South gets $5,756,600. Most comes from dedicated funds, plus $216,100 from its endowment. The law also cuts $5,540,500 from federal and endowment funds. This changes how the hospital’s operations are financed.

Substance abuse treatment funding shift

For FY 2027 (July 1, 2026–June 30, 2027), the state provides $650,000 from dedicated funds for substance abuse treatment and prevention. It sets aside $533,900 for staff and $116,100 for operating costs. The law also rescinds $650,000 from the Liquor Control Fund for this program. This moves money between funding sources.

More mental health staff and flexibility

For FY 2027 (July 1, 2026–June 30, 2027), Mental Health Services can add 15 full-time staff. The law also lets Mental Health Services and Psychiatric Hospitalization move money between pay and benefit-payment lines during this year. Normal transfer limits are lifted to allow these moves. This helps keep services staffed and running.
