Credits for state water-right filing fees

General Fund dollars for stream adjudications now count toward certain filing fees. This applies to claims by the Idaho Water Resource Board and the Governor for instream flow, lake level maintenance, or recreation. If the year’s amount is more than the fees, the extra counts toward future fees. If it is short, the Department Director grants more time to file and next year’s amount counts toward the balance. This takes effect July 1, 2026.

Water department funding and aquifer work

The state funds the Water Resources Department for FY 2027. It provides $390,000 from the General Fund: $195,000 for Planning and Technical Services, $97,500 for Northern Idaho Adjudication, and $97,500 for Bear River Basin Adjudication. The State Controller also transfers $716,000 on July 1, 2026 to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling. Any unspent ARPA State Fiscal Recovery Fund money from FY 2026 in Planning and Technical Services is reappropriated for one-time water infrastructure projects in FY 2027. These funds are available July 1, 2026 through June 30, 2027.
