Automatic cost‑of‑living base boosts

The law creates an interest‑bearing, nonlapsing Retirement Improvement Fund run by the retirement system. Money in the fund must pay for retirement benefit improvements. When the fund can cover at least a $1,000 increase to the benefit base used for annual cost‑of‑living adjustments for all beneficiaries, that increase is applied. Increases stop once the benefit base reaches $40,000. Starting March 1, 2029, and every year after, the retirement system reports to lawmakers on transfers to the fund, total base increases, any payments on unfunded liability, and the fund balance.

Small 2026–27 deposit to retiree fund

The law provides $500 in fiscal year 2026–27 to the Retirement Improvement Fund. It provides $0 in fiscal year 2025–26. The Department of Administrative and Financial Services deposits the money. The fund can pay retirement benefit improvements for retired state employees, teachers, and their beneficiaries.
