More breakfast access at high need schools

If a public school had at least 50% of students qualify for free or reduced-price lunch last year, it must serve breakfast after school starts and before lunch. A school is exempt if 70% or more of eligible students already eat school breakfast. By July 1 each year, the Department of Education posts which schools must follow or are exempt, what breakfast model they use, the participation rate for free and reduced-price students, and the program’s budget impact.

Online meal form now optional

The Department of Education may offer an online application for free or reduced-price school meals. It is not required. Schools must still send paper forms to all students. If an online form exists, schools must accept and process it. Data goes straight to the school or deciding agency, not the Department. Online forms must be clear and, when possible, in languages parents understand. Schools may also post the online form on their website. The law cuts the Department’s General Fund by $250,000 in fiscal year 2026-27 because the online form is no longer required.

Removes one old breakfast rule

The law repeals one paragraph of the school breakfast statute. This changes the rules some schools follow for breakfast service. Families may see changes in how breakfast is offered at some schools. This section does not set any new dollar amounts.
