Easier IT purchasing for agencies
State agencies can use informal written quotes for buys of $25,000 or less. They may buy from a single vendor for $10,000 or less when that is the most economical and appropriate way. The Chief Information Officer (CIO) can also buy IT through U.S. General Services Administration contracts after reasonable review.
Stronger statewide cybersecurity readiness
The CIO may hire information security and cybersecurity services on a retainer when needed to detect, prevent, and respond to cyberattacks, after reasonable investigation. This authority applies even if other sections would limit such contracts. The CIO also includes information security and cybersecurity rules and operations in the state’s written IT standards.
New data processing training for staff
The CIO develops and runs training in data processing for state employees. State workers receive programs to build IT skills.
Tighter approval for state IT buys
The CIO or the commissioner must approve all data processing and telecom purchases before agencies buy. The State Controller will not pay without written proof of approval. Agencies that do not comply are blocked from further IT purchases until they return to compliance, but emergency needs may be approved. The CIO also approves the standards and evaluation procedures used for standard IT acquisitions, working with the Division of Purchases.
