Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Easier dental anesthesia under MaineCare

Beginning July 1, 2026, MaineCare removes prior authorization for deep sedation and general anesthesia for dental care. DHHS sets payment for these services at 67% of the commercial median benchmark. Claims must use CDT codes D9222, D9223, D9224, or D9225. The 67% rate stays in place through June 30, 2028, or until new dental rates take effect, whichever comes first.

MaineCare keeps rates for extractions, cavity care

DHHS keeps the temporary MaineCare payment rates for two dental services: extractions (D7140) and caries-arrest medicament (D1354). This applies as of July 1, 2026. The rates must stay at least through June 30, 2028, or until new dental rates start, whichever comes first. This keeps provider payments steady for those services.

Funds to implement MaineCare dental changes

For FY 2026-27, the state provides $55,014 to DHHS to carry out these MaineCare dental changes. The money is $17,580 from the General Fund, $31,647 from Federal Expenditures, and $5,787 from a Federal Block Grant. It supports removing prior authorization and setting the 67% anesthesia payment rate.
