Manufacturing licenses first issued before December 21, 2025 are grandfathered. The bureau cannot suspend, revoke, or refuse to renew a covered manufacturing license solely because the majority owner was later found to hold more on‑premises retail licenses than allowed. Those on‑premises retail licenses must also have been first issued before December 21, 2025. A grandfathered license cannot be sold, transferred, or otherwise conveyed.
