Federal-backed bonds for roads
The state authorizes up to $50 million in bonds for highway and bridge work in 2026–2027. The Maine Municipal Bond Bank issues these GARVEE bonds. The bonds are paid back only with federal transportation funds, not state taxes named in this law. Money can be used on qualified projects statewide.
State Police can shift salary savings
For 2026–27, Public Safety can move up to $339,948 from salaries to buy consoles for three regional emergency centers and to hire a firearms examiner. It can also move up to $16,450 to pay for a heat pump and generator at the Pittsfield barracks and security upgrades at the Bangor barracks. These transfers happen only after salary and benefit bills are paid. The State Budget Officer must recommend them and the Governor must approve.
Traffic Safety lieutenant position restored
The law restores one State Police lieutenant to the Traffic Safety program for 2026–27. State Police lines drop by $71,008 for Personal Services and $4,192 for All Other. Traffic Safety adds the position and increases by $187,145 for Personal Services and $4,192 for All Other. The net Highway Fund increase for 2026–27 is $116,137.
Faster shifts within Highway Fund
The state can move unused Highway Fund money to other Highway Fund needs before year-end. The Legislature’s transportation committee reviews these transfers. The Budget Bureau must give the fiscal office 30 days’ notice. The committee can waive the 30-day notice for extraordinary emergencies.
Motor vehicle office modernization funds
Up to $2.5 million in unspent Motor Vehicles program money from 2025–26 carries into the next year. The funds move into the All Other line and do not lapse. The money is for modernizing Bureau of Motor Vehicles systems and services. Carryforward happens after salaries and other obligations are covered.
